For the purpose of plot development, we are referring to NPCs as those characters that while playable and necessary for plot progression, are not used as extensively as a traditional character. These characters are needed as mere plot devices on occasion.

These characters are playable by characters who have the right affiliations. The players owning NPCs are allowed to grant permission to others players for the NPC.
